Issue
- When a user with an Organization Role (e.g., Organization Content Reviewer) uploads a document to a folder assigned with a workflow on the Global site, the designated approvers within that organization do not receive a notification.

Resolution
- This behavior is expected. The role-type tag scopes notifications to the specific Site, Organization, or Portal where the action occurs. Because the Global site has a different scope than the Organization site, uploading a document to the Global site does not notify users based on their Organization Roles.
To ensure approvers receive notifications based on their Organization Role, you must upload the document to the organization's specific site. Follow these steps to configure the site and workflow (steps verified in Liferay DXP 7.3):
- Navigate to Global Menu > Control Panel > Users > Users and Organizations > Organizations.
- Edit the organization, enable the Create Site option, and click Save.
- Navigate to Global Menu > Control Panel > Sites > Sites and click on the organization's site.
- In the organization's site, create a folder in Documents and Media, assign the workflow to it, and upload the file.
